Utah Office of Energy Development’s Grid Resilience Grant Program and its explanation of the state/federal prevailing-wage distinction.
Thresholds and scope
The Office of Energy Development states that Utah does not have its own state-level prevailing-wage law. Covered federally supported Grid Resilience construction can still carry Davis-Bacon obligations.
The rules
- The Grid Resilience program instructs covered contractors and subcontractors to pay laborers and mechanics the applicable prevailing wages and benefits for similar work in the locality. Source
- The program directs recipients to SAM.gov wage determinations and to the grant program specialist when a project-specific determination or a missing work classification needs to be resolved. A missing search result is not a wage exemption. Source
